Methodology
Due to the dynamism of society and changing needs, establishing a solid bridge between institutional capacities and citizen demands in disaster situations becomes a key challenge. Therefore, it is essential to generate trust and intersectoral communication for effective risk management in collaboration with citizens. In this context, the management of volunteering and raising awareness among committed citizens are essential. To achieve this, we have developed a practical training program that integrates humanitarian ethical and philosophical values, supported by comprehensive technical preparation. This allows citizens to understand the actions of the authorities, facilitating their active collaboration with a coordinated, quality and transparent approach. The humanitarian imperative that makes people spontaneously address human suffering prevails over any planning and shows the need to systematically train civil society so that it does not expose itself or cause more harm than exists, granting it technical skills together with humanistic training based in values.
Our proposal therefore involves:
Presentation of opportunities to participate in humanitarian architecture.
Strengthening a strategic work structure articulated at the local level.
Implementation of a tactical system of communication, coordination and collaboration.
